{"id":7767,"date":"2021-02-19T10:18:19","date_gmt":"2021-02-19T10:18:19","guid":{"rendered":"http:\/\/southeastcroquetfederation.org.uk\/?page_id=7767"},"modified":"2021-02-19T10:18:19","modified_gmt":"2021-02-19T10:18:19","slug":"constitution","status":"publish","type":"page","link":"https:\/\/southeastcroquetfederation.org.uk\/1674644977408\/?page_id=7767","title":{"rendered":"Constitution"},"content":{"rendered":"<p>(Revised 12\/11\/88, 6\/2\/94, 11\/2\/96, 22\/2\/98, 15\/2\/04, 25\/2\/18, 23\/2\/20, 22\/11\/20)<\/p>\n<h2>1 NAME<\/h2>\n<p>The name shall be The South East Croquet Federation (SECF).<\/p>\n<h2>2 AREA OF INFLUENCE<\/h2>\n<p>The area of influence of the Federation shall be Kent, London,<br \/>\nSurrey and Sussex.<\/p>\n<h2>3 AIMS<\/h2>\n<p>The aims of the Federation shall be to promote the game of<br \/>\ncroquet and to coordinate the activities of croquet clubs in the<br \/>\narea.<\/p>\n<p>The Federation shall be run under the auspices of the Croquet<br \/>\nAssociation (CA).<\/p>\n<h2>4 MEMBERSHIP<\/h2>\n<p>Every croquet club (or croquet section of larger clubs) or<br \/>\ngroup interested in croquet in or near the area of influence is<br \/>\neligible for membership of the Federation, provided that they<br \/>\nare full or affiliate members of the CA.<\/p>\n<p>Clubs shall appoint one voting delegate and any number of<br \/>\nobservers to attend any General Meeting.<\/p>\n<p>Other classes of membership may be created by an Annual General<br \/>\nMeeting.<\/p>\n<h2>5 MEMBERSHIP FEES<\/h2>\n<p>The annual subscription fees for the year starting 1st January<br \/>\nshall be decided at the preceding year\u2019s Annual General Meeting,<br \/>\nand shall be due upon receipt of the minutes of the Annual<br \/>\nGeneral Meeting.<\/p>\n<p>Member clubs wishing to resign from the Federation must inform<br \/>\nthe Secretary not later than the Annual General Meeting,<br \/>\notherwise they shall be liable for the subscription for the<br \/>\nfollowing year.<\/p>\n<h2>6 GENERAL MEETINGS<\/h2>\n<p>a There shall be at least one meeting in each year.<\/p>\n<p>b All meetings shall be held within the area.<\/p>\n<p>c There shall be at least 28 days notice of meetings given to<br \/>\nall members.<\/p>\n<p>d Motions<br \/>\nMotions to amend the Constitution or for the dissolution of the<br \/>\nFederation shall require at least two-thirds of the votes cast<br \/>\nby those present to be in favour.&nbsp; Other motions shall be<br \/>\ncarried by a simple majority.<\/p>\n<p>Motions in writing shall reach the Secretary at least 14 days<br \/>\nbefore the meeting, and shall be circulated with the Agenda to<br \/>\nmembers at least 7 days before the meeting.<\/p>\n<p>Motions may be submitted to the Secretary by:<br \/>\n(a) Member Clubs;<br \/>\n(b) the Executive Committee<\/p>\n<p>e Quorum<br \/>\nA quorum shall consist of one quarter of the delegates entitled<br \/>\nto attend.<\/p>\n<p>f Annual General Meeting&nbsp;<br \/>\nThe Annual General Meeting shall be held between 1st November<br \/>\nand the last day of the following February to elect the<br \/>\ncommittee, elect one or more auditors, accept the Statement of<br \/>\nAccounts for the previous year, and transact general business.<\/p>\n<p>g A Special General Meeting may be called at the discretion of<br \/>\nthe committee or at the written request of at least three member<br \/>\nclubs to consider a single motion.&nbsp; On the receipt of such<br \/>\na request the committee shall arrange the meeting within 28<br \/>\ndays.<\/p>\n<p>h The Chairman shall have a casting vote in the event of a<br \/>\ntie.<\/p>\n<h2>7 EXECUTIVE COMMITTEE<\/h2>\n<p>a The committee shall consist of a Chairman, Secretary,<br \/>\nTreasurer and at least two but not more than six other persons.<br \/>\nNominations for these posts may be made by member Clubs and must<br \/>\nbe accompanied by an agreement to serve, signed by the nominated person.<br \/>\nAll nominations and agreements to serve must be sent to the Secretary<br \/>\nto arrive no later than 7 days before the Annual General Meeting at<br \/>\nwhich the committee falls to be elected.<\/p>\n<p>b Members of the committee shall have one vote at committee<br \/>\nmeetings.&nbsp; The chairman shall have a casting vote in the<br \/>\nevent of a tie.<\/p>\n<p>c Upon election each member shall hold office until the next<br \/>\nAnnual General Meeting, unless replaced at a prior Special<br \/>\nGeneral Meeting.<\/p>\n<p>d A vacancy on the committee may be filled by co-option.&nbsp;<br \/>\nSuch co-opted members will hold office until the next General<br \/>\nMeeting.<\/p>\n<p>e The committee shall meet at least twice a year.&nbsp; Three<br \/>\nmembers of the committee shall form a quorum.<\/p>\n<p>f The committee shall keep proper records and accounts.<\/p>\n<p>g If at any time a person shall be elected as a member of the<br \/>\nCouncil of the Croquet Association for the South East Constituency and<br \/>\nnot be already a member of the committee of the Federation, then such<br \/>\nperson shall ipso facto be deemed to be co-opted to the committee,<br \/>\nunless he or she informs the committee that he or she does not wish to<br \/>\nbe co-opted, but shall not be counted for the purpose of the limit<br \/>\nspecified above.<\/p>\n<h2>8 PRESIDENT<\/h2>\n<p>a. The Federation may appoint a person of distinction who is interested in croquet to the office of President of the Federation.<\/p>\n<p>b. A nomination for the post of President may be made by the Executive<br \/>\nCommittee annually.&nbsp; The nomination shall be approved by the Member<br \/>\nClubs by a motion passed at the Annual General Meeting.<\/p>\n<p>c. The office of President shall carry no executive powers.<\/p>\n<p>d.
